Most likely this cartoon is from a common person or even a doctor or lawyer who still aren't getting what they want because they are realistically being controlled by those who own the government. The Titans of the Industry shown in the back or portrayed both huge, enormous and fat for two reasons. They are portrayed as huge and enormous because they are larger than life and seemingly impossible to stop. Their money and power are so great they make the senators appear weak and frail. They appear to have no actual power. The other reason they appear fat is to represent their ridiculous and unnecessary amount of wealth they have. They have so much they don't know what to do with it and more or less most don't even use it. They have all this money it's just wasted, by observing their fatness and their clothes and canes you see they have things that are not necessary, and in fact most likely just wasting money because they can.
This cartoon satires the uselessness of the senate from the people's view and the extreme usefulness from the titans of industries point of view. In plain English they even go as far to say This is a Senate of the monopolists and for the monopolists. In other words the Senate is no longer a Senate representing the people which we consider to be the majority. We consider this senate to be owned by the minority. This comes to contrast with the constitution and that's where the problem lies. Senators are just simple pawns that the monopolists are using in order to control the country and keep everything the way it is in order to get richer and richer.
